how can maintain absence quota manually

Hi Experts,

I have an issue  in implementation project  for maintain  absence quota for  manually without  using  time evaluation  programmes  ,   to  weekly ,monthly salaried  employees  and need  to consider the employee  joining  date  for generation of quota. please  guide me how can map the requirement  of the client as early as possible.
