Landing Page Error " No catalogs assigned "

Dears ,

We have two system :

1. ECC Back-end System

2. Separate Gateway System

HR Renewal 2 and HP4.7

i follow all the configuration same as below link

1. Back-end System : Activate all the services as mentioned in various forums and HR Renewal Administrative Guide.

2. Gateway : Activate OData Services in Gateway System and assigned System Alias.

when try to access standard home page from ESS , MSS or HR-Professional through standard roles

SAP_EMPLOYEE_ESS_XX_UI5_1

SAP_MANAGER_MSS_CR_UI5_1

SAP_PAO_HRPROFESSIONAL_4

there is no standard catalog are appear as in below image .

Also, We have noticed that the Administration Page is not displaying the standard Catalogs.

Please advise ,
